The federal government requires companies that store more than 1,320 gallons of oil products (gasoline, diesel fuel, motor oil, hydraulic fluid, used oil, animal oils, vegetable oils, greases, and waste oil) to have a Spill Prevention Control and Countermeasure (SPCC) plan for the facility. Typically SPCC plans must be certified by a Professional Engineer.
A SPCC plan must include:
- List of oil storage containers
- List of secondary containment for the oil storage containers
- Spill discharge prevention measures
- Discharge cleanup procedures including waste disposal
- Prediction of potential discharge rates and directions
- Personnel training
- Schedule for tank inspections
- Site security measures
