The Environmental Protection Agency regulates storm water discharges from certain industries through the National Pollutant Discharge Elimination System (NPDES). Individual States have primacy in regulating Storm Water discharges within their individual States. Industries subject to these requirements include chemical manufacturers and storage facilities, agricultural chemical facilities, asphalt paving, concrete and clay product manufacturers, metal working facilities, mining, oil & gas operations, sand & gravel operations, hazardous waste facilities, landfills, land transport & warehousing facilities, automotive scrap yards, scrap recycling facilities, electrical generating facilities, air transportation, water transportation, water treatment facilities, food & kindred processing facilities, furniture manufacturing, textile manufacturing, plastic manufacturing, printing facilities, transportation, and electronic facilities. These industries are required by state law to evaluate, prevent, and monitor the storm water discharged from their property for compounds which can cause environmental issues.
A SWPPP plan must include:

- Pollution prevention team and training
- Spill prevention and response procedures
- Best management practices
- Storm water sampling and reporting
- Site inspections
- Annual reporting
